LOC description says, "Hair tonic salesman advertising his wares, 7th Avenue at 38 Street, New York City." That is awfully long hair for a man in 1936, but the clothing looks to be that of a man. The sign he/she is holding says, among other things: "If any hairologist is among you, please step up and examine my hair." Nice Joe's Egg Cream advertising sign in the window also.
